Executive Director – John E. Hornback

John E. Hornback has served as executive director of Metro 4 and SESARM since January 2002. A native of Kentucky, he has a B.S. in Biology and served nearly 25 years in Kentucky’s environmental agencies, first in the water program and later for nearly a decade as director of the Division for Air Quality. John works with the southeastern agencies on technical and policy issues.

Agency Support Specialist – Kenneth W. Powell

Kenneth W. Powell has served as agency support specialist for Metro 4 and SESARM since February 2003. A native of Georgia, he has a B.S. in Meteorology and served 27 years in Georgia’s state agencies, most recently for two decades in the Air Protection Branch of the Environmental Protection Division. Ken works with the southeastern agencies on technical and administrative issues.

Agency Support Specialist – Richard Douglas Carson (Doug)

Doug Carson has served as an agency support specialist at Metro 4 and SESARM since June of 2009. He is a 6 year veteran of the Silent Service (1976-1982) and enjoyed a 20 years career at a major airline. His cumulative experience includes an A+ Certification and heavy programming talents in database and Internet languages. Doug works with the southeast region on training issues.
